What it means

The case cannot be assessed yet: it has no subject its case_type assesses, or a credit case has no primary individual (§7.1).

What to do

Add the missing subject, or flag exactly one individual with is_primary, then start the assessment again (§6, Step 6).

Branch on code, never on title or detail. detail varies; quote request_id to support.
