What it means

Too many assessments are running at once. On /v1 this cap is reported as 429 rate_limited; the code is registered so that any response using it is still well formed (§16).

What to do

Treat it like rate_limited: wait Retry-After seconds, then retry with the same Idempotency-Key.

Branch on code, never on title or detail. detail varies; quote request_id to support.
