What it means

The request conflicts with the current state, for example a subject external_ref already used by another subject of the same kind in the case (the body names the existing <kind>_id), a link that already exists, or a download of a document that is not available yet.

What to do

Read detail, re-read the resource with a GET and reconcile. Do not retry unchanged (§7.2).

Example response

Branch on code, never on title or detail. detail varies; quote request_id to support.
