What it means

The request is not permitted, and no more specific 403 code applies.

What to do

Do not retry. Treat it as a configuration or entitlement problem and alert the integration owner, quoting the request_id to WALT support (§12.4).

Branch on code, never on title or detail. detail varies; quote request_id to support.
