What it means

This Idempotency-Key was already used for a different request. The request includes the body, its media type, the acting user (WALT-Acting-User) and the credential's scopes (§5).

What to do

This is a bug in the caller. Reuse a key only to retry the same operation; generate a new key only if the operation is genuinely new (§12.4).

Branch on code, never on title or detail. detail varies; quote request_id to support.
