What it means

The token does not carry a scope this operation needs, for example reports:read and pii:read to download a PDF report, or the route is not available to API clients.

What to do

Do not retry. Request a token with the scope the operation lists (§4.2), or ask WALT to grant it to the credential. Least privilege: only ask for what the connector uses.
