What it means

A limit was reached: requests per minute, assessment starts per hour, your organisation's concurrent-assessment cap where starts cannot be queued, or busy report rendering. The response carries Retry-After (seconds) (§16).

What to do

Wait Retry-After seconds, then retry with the same Idempotency-Key. Watch the RateLimit-* headers to stay under the limits (§5).
